There are a number of programs to help people with their heating and utility bills.

HEAP

The Home Energy Assistance Program, or HEAP, provides income eligible households with a subsidy for their heating bills. HEAP can also help cover costs of heating repair or replacement, provide air conditioning for those with medical conditions, and more. To apply, contact your Local HEAP District Office (often DSS).

Utility Energy Assistance Program

NYSEG offers an energy assistance program as well for eligible customers. The EAP offers a monthly credit on your bill, and in some cases, help paying for unpaid utility bills. Learn more and find an application on this page, or contact a NYSEG customer representative: 1-800-572-1111.

You must be enrolled in this program in order to qualify for a one-time the Utility Bill Relief program, which is listed below.

Utility Bill Relief Program

This one-time relief program eliminates unpaid NYSEG utility bills (gas and electric) through May 1, 2022 for income-eligible customers. You must be enrolled in NYSEG’s Energy Assistance Program (EAP), which is detailed above. Once enrolled in EAP, you automatically qualify for the Utility Bill Relief Program. Applications must be received by 12/31/22 to qualify for this relief. For more information about the program, contact a NYSEG customer representative at 1-800-572-1111, or the Public Utility Law Project (PULP), a non-profit dedicated to helping low-income people with their utility bills and issues.
