Cooling Centers
A network of cooling centers across the state is designed to provide relief from the heat. These centers offer a safe, air-conditioned environment for individuals seeking respite during extreme weather. A full directory is available on the NYS Department of Health’s website.
Essential Plan Cooling Program
Under the Essential Plan Cooling Program, the NYS Department of Health will provide eligible residents a free air conditioner to help keep their homes cool. The air conditioner will be delivered and installed by an approved vendor.
This program is for New York State residents with persistent asthma, meaning they experience asthma symptoms (such as shortness of breath, wheezing, coughing attacks, chest tightness, or chest pain) much of the time or need daily medication for asthma to control their symptoms.
Cornell Heat Emergency Preparedness Toolkit
This toolkit provides information on protecting residents from extreme heat as well as a collection of evidence-based resources. The toolkit includes information for individuals and households, schools and other organizations, and local and county governments.
HEAP Cooling Assistance Benefit
The 2024-2025 Home Energy Assistance Program’s (HEAP) Cooling Assistance Benefit closed June 23, 2025.
This program provides funding for the purchase and installation of an air conditioner or fan for eligible households to help with cooling.
