      • Loans of up to $25,000 at a 6.99% simple interest rate 

      • Property taxes and water bills must be current.

      • Home must be your primary residence.

      • All home improvement work requires a permit and inspection through City of Elmira Community Development.

    • FlexFund: Provides homeowners with loans for home repairs, renovations or energy-efficiency-related improvements 

      • No income, location or project restrictions

      • All homeowners are welcome to apply.

      • Loans currently have a 6.99% fixed interest rate and are payable over seven years.

      • No home equity required, no income eligibility requirements, and no upfront costs

      • Homeowner chooses the contractor.

      • NYS HOME Program- The NYS Home Program uses federal HOME Investment Partnership Program funds to rehabilitate single-family, income-eligible, owner-occupied homes for the purpose of eliminating critical health and safety threats and/or hazards in the home.

    • Work may include roofing, siding, windows, doors, wells, septic system repair/replacement, energy-saving improvements, and other structural issues.

    • Home Improvement grants cover repairs required to bring a home into compliance after code violations, including repairs to windows, heating systems, roofs, etc.

Chenango County

    • Offers grants to income-eligible owner-occupied households across Chenango County in correcting serious threats to health and safety issues to homeowners, including clean water access or repairs or installation of septic systems, heating systems, electrical systems, roofs, flooring, siding and more.

    • The Chenango County Housing Rehabilitation Program will provide rehabilitation services to single-family homeowners at or below 50% AMI. However, those up to 80% may be served depending on need and funding availability. 

    • Households meeting the income criteria where one or more occupants of the household are either frail elderly or disabled will be prioritized. 

    • Depending on the type of repairs, eligibility, and fund availability, a homeowner could receive a grant for up to 100% of the project cost. Any costs not covered by grant funds may be paid directly by the homeowner or covered by deferred and/or low-interest loan options.

    • Elderly Emergency Home Repair: An elderly (over 60) emergency repair program for people with income below 100% of median 

      • There is a maximum grant amount. 

      • The residence must be an owner-occupied single family home. 

      • Mobile homes are also eligible. 

      • Homeowners receiving grants will be required to have a security lien placed on the property for three years.

    • Housing Repair (HOME): HOME is a Housing Rehabilitation Program which is available county wide. 

      • Assists property owners, who meet program guidelines, in making repairs to their home 

      • Eligible homeowner income will not exceed 50% of median income. 

      • Housing rehabilitation grants are available for up to $25,000.

      • The sum of the tax-assessed value of the home and cost of repairs cannot exceeded the median home value for Delaware County

    • Homeowners/renters must live in Harpersfield, Kortright, Middletown, Roxbury, or Stamford

    • The Home Improvement Programs assist income-eligible households with repairs or replacement of major home systems (such as a roof or heating system) to correct existing interior and exterior health, safety and substandard code conditions.

    • There is no cost to the participant. The funding from these programs comes from state and federal grants written by WCCRC staff.

    • A lien will be placed on your home for a regulatory period, which is different for each grant funding source, usually between 3 and 10 years. 

      • You are required to live in the home during this period. 

      • If the home becomes unoccupied during this period, due to sale or death, the money will have to be paid back on a declining scale specified for each grant.

    • For most programs, you must own a residential property within the program’s geographic area and provide a copy of the recorded deed.

    • The property taxes and, if applicable, mortgage must be paid up to date prior to submitting your application.

    • You must have homeowner’s insurance.

    • Some programs have additional requirements such as age and disability. 

    • Some grants allow renters to apply, with permission from the landlord.

      • Residential Emergency Services To Offer (home) Repair to the Elderly (RESTORE) 

        • Provides financial resources to assist older adult homeowners, age 60 and over, with the cost of addressing emergencies and code violations that pose an immediate threat to their health and safety or affect the livability of their home. 

        • Participants must: 

          • Own and occupy the residential unit receiving assistance as their primary residence 

          • Be 60 years of age or older 

          • Meet income eligibility criteria 

          • Demonstrate an emergency or livability need
